The following is an English summary of the original Korean article.
Generative AI company CSLEE (CEO Chunsik Lee) has been selected for the tax appeal track of the “2025 Public AX Project,” run by the Ministry of Science and ICT and the National IT Industry Promotion Agency (NIPA), and will work with the Tax Tribunal under the Office for Government Policy Coordination to develop a RAG and ontology-based AI solution for tax appeals.
The Public AX Project seeks to bring AI into the public sector early, developing and validating AI solutions through public-private partnerships and then spreading them across ministries. This track responds to a sharp rise in tax appeals: about 130,000 cases were processed last year, up more than 30% from the year before, and longer processing times are making remedies harder for citizens to obtain. The CSLEE consortium’s solution aims above all to use AI to cut the time spent on case investigation and legal review, and to make the tax appeal process far more transparent and efficient.
The program spans 20 tracks, including tax appeals, health management and welfare administration. For the tax appeal track, CSLEE has formed a consortium with generative AI company Cogniterm to carry out “Development and validation of an AI-based nationwide integrated tax appeal search and case investigation report drafting support solution.” The project runs until December 31, 2026, with a total budget of about KRW 3.9 billion; CSLEE leads it, and tax experts will advise on domain knowledge.
CSLEE has applied RAG (retrieval-augmented generation) and ontology-based knowledge management in public-sector projects such as press release drafting, civil petition responses and a chat and call administrative assistant. The planned features are drafting support for taxpayers’ statements of grounds for appeal, drafting support for the Tax Tribunal’s case investigation reports, and multi-turn integrated search, helping non-expert citizens explore tax information and write better documents.
CSLEE CEO Chunsik Lee said the company aims to deliver AX results citizens can feel and a public service model that improves taxpayers’ access to remedies and reduces dependence on experts.
